Maybe Ed Rendell just couldn’t resist.
The governor has managed to do something in the final year of his reign that he failed to do each of the previous seven years.
He managed to get a budget through the Legislature and onto his desk before the midnight deadline last night. In fact, the House signed off on the deal yesterday afternoon, putting in front of Rendell for his signature.
And that’s where the austere, $28 billion budget will sit, at least for several days.
The budget includes a miniscule hike in spending and does not include a tax increase, while calling for cuts across the board.
Rendell says he will not sign the legislation until lawmakers pass another bill specifying how the money will be spent and laying out borrowing for capital projects.
Only in Pennsylvnia.
