Someone will have to explain to me how a postage stamp-sized town can have the kind of problems Colwyn Borough has.
This morning the borough is operating under a state of emergency after several police officers were suspended amid a probe by the District Attorney’s office into the handling of an incident in which a teen was allegedly Tasered while handcuffed in a holding cell.
