Bottom line? Police say Holden tried to shake down a towing company if it wanted to keep the borough's contract for towing vehicles.
He allegedly told the firm they could keep the deal, if they paid him $7,000.
He even showed up to collect his $1,000 "down payment" when police moved in.
Not exactly what this struggling town needed.
