I Don’t Get It: Remember when municipalities were howling about the increased fees put in place by the Delco SPCA for taking in stray animals? Seems like a bargain now. County Council just signed off on a 5-year deal with the Chester County SPCA to handle strays. They are guaranteeing them $30,000 a month, $250 per animal with a minimum of 120 a month.
