Is Aqua still looking to swallow up Chester Water Authority?

Aqua Pennsylvania is back.

And they're still thirsty.

That is not good news for the deal struck between Chester Water Authority and the city of Chester. You might remember the water authority said it would kick in $60 million to ease the city's fiscal woes, while the city would give up any rights to sell all or part of the water company for 40 years. In order to raise the money, Chester Water said it would raise rates on its customers 10 percent.

But Aqua - the giant public utility that is also a CWA customer - is crying foul.

They're going to court to scuttle the deal.

But is this really just another tactic in Aqua's pursuit of Chester Water. Two years ago the CWA board turned down a $320 million offer from Aqua to buy the company.

Some people think this is just another tactic in Aqua's pursuit of the Delco icon.
