'Deana's Law' push coming Wednesday

The fight is not over for Roseann and Rich DeRosa.

They lost their daughter to a multiple DUI offender. Now they want to make sure another family does not have to endure the agony they are undergoing.

That is why they will at the Media Courthouse Wednesday, joined by state Sen. Tom Killion and Delaware County District Attorney Katayoun Copeland.

They will be announcing legislation known as 'Deana's Law,' named in honor of the DeRosas' daughter, Deana Eckman. Deana was killed when a drunk driver veered into their lane and slammed head-on in to their car back in February. Her husband, Chris, was seriously injured and continues to recover.

David Strowhouer entered a guilty plea two weeks ago. The truth is he likely should not have been on the street, let lone behind the wheel of a car.

Deana’s Law will mandate the use of innovative continuous alcohol monitoring devices (CAMs) for the first time in Pennsylvania. The CAM (Continuous Alcohol Monitoring) device uses transdermal analysis, which means it samples and tests the insensible perspiration that is continually emitted from the wearer’s skin. The legislation will also substantially increase the grading for repeat DUI offenders, prohibiting concurrent sentencing for third and subsequent DUI offenses, and require the impoundment of vehicles operated by DUI offenders for the first time ever in the commonwealth.
